Distinguished Associate, Energy Futures Initiative, Former Senior Advisor U.S. Secretary of Energy, Department of Energy

David Foster currently serves as a Distinguished Associate for the Energy Futures Initiative, an energy policy think tank, led by former U.S. Energy Secretary Dr. Ernest Moniz. He is also a Visiting Scholar at the Massachusetts Institute of Technology’s Energy Initiative. Since 2009 Foster has served on the Board of Directors of Kaiser Aluminum Corporation and, since 2006 the Board of Directors of Oregon Steel Mills and its successor, Evraz, North America. Previously, Foster served as Senior Advisor to U.S. Secretary of Energy Moniz from 2014-2017 on energy, environmental, climate, economic development, workforce development and labor relations issues. He is the chief author of the annual U.S. Energy and Employment Report Prior to working at the Department of Energy, David Foster served as the founding Executive Director of the BlueGreen Alliance (BGA), a strategic partnership of 14 of America’s most important unions and environmental organizations with a combined membership of 14.5 million. From 1990-2006, he was the Director of United Steelworkers (USW), District #11, a 13 state region based in Minneapolis, MN. His responsibilities included serving on the union’s International Executive Board and negotiating labor agreements with many of the country’s largest steel, iron ore and aluminum companies. From 2003-2010, he taught graduate classes on globalization, sustainability, and labor relations at the Carlson School of Management at the University of Minnesota in the Twin Cities and at the University of Minnesota at Duluth in the Masters in Advocacy and Political Leadership.

Executive Vice President, Chemicals, Sustainability & Market Outreach, American Chemistry Council

Anne Womack Kolton serves as the Executive Vice President of the American Chemistry Council, leading Communications, Sustainability and Market Outreach for the $526 billion United States business of chemistry. Ms. Kolton is responsible for the development and execution of domestic and international strategies to advance industry’s advocacy priorities, sustainability practices, marketplace relationships with manufacturers and retailers, as well as environmental, health, safety and security performance through oversight of Responsible Care®, the industry’s signature EH&S program. In this capacity, Ms. Kolton manages marketplace, policymaker, stakeholder and industry interests to develop collaborative programs to support sustainability progress. Currently, Ms. Kolton is leading the development of the first –ever chemical industry sustainability metrics, which will measure and report the U.S. chemical industry’s sustainability performance. Through these responsibilities, Ms. Kolton is helping the chemical industry demonstrate its commitment and contributions to overcoming society’s environmental, social and economic sustainability challenges now and in the future. Ms. Kolton joined ACC in 2010 after serving in two global public affairs consulting firms where she provided strategic communications and government relations counsel to a range of clients, primarily from the energy and financial services sectors. During the administration of President George W. Bush, Ms. Kolton led communications for the United States Department of Energy, served at the United States Department of the Treasury and Securities and Exchange Commission and as Assistant Press Secretary in the White House Press Office. Ms. Kolton began her career working in Texas and Presidential politics. Ms. Kolton is a native of Nashville, Tennessee, a graduate of Southwestern University in Georgetown, Texas and now lives in Alexandria, Virginia with her husband, three children and two dogs.

Managing Consultant, NGLStrategy, LLC

Michael is a specialist in the field of NGL/LPG supply/demand, commercial and shipping. Michael has led a number of global NGL/LPG projects, focusing on commercial aspects, supply/demand issues, shipping analysis and supply/demand, price & freight forecasting. Michael started his career in the gas market in 2005 in the Greek shipping industry before working for Poten & Partners between 2007 and 2017 as an LPG senior consultant and subsequently manager of the NGL/LPG consulting practice. During his time as an NGL/LPG advisor, Michael has consulted on LPG economics, investment valuation, strategic/business analysis, infrastructure, due diligence and marketing projects including developing business plans and strategies for a wide range of companies. Michael, a Greek native, has a BSc in Shipping, Trade and Transport economics from the University of the Aegean in Greece and an MSc in Project Analysis, Finance and Investment from the University of York. He is also a frequent speaker at various international NGL conferences. He is based in Houston.

Lead the Neste organization that is responsible for aligning the different players in the value chain, the market development and sales of Neste Renewable Hydrocarbons to the (Petro) Chemical industry to enable these players bringing sustainable solutions to Brand Owners and Consumers. 20 plus years of improving E2E fulfillment, operations and supply chain infrastructure, policies & processes in multi-site complex global organizations within the (specialty) chemicals industry. Jeroen previously worked at Momentive Performance Materials, Hexion, Inc. and GE Bayer Silcones. He obtained his Master of Science in Mechanical Engineering and Management Science from Universiteit Twente. Later went on to obtain his Global OneMBA from RSM Erasmus University Rotterdam School of Management.

President & CEO, Canadian Energy Research Institute

Allan Fogwill joined CERI in November 2014 as President and CEO. An energy sector executive with over 30 years of experience in both the public and private sector, Mr. Fogwill’s background has focused on economic and market analysis of energy sector issues along with policy development related to energy regulation and efficiency issues. Mr. Fogwill has previously worked for natural gas distribution companies in BC and Ontario and for the Ontario Energy Board dealing with market analysis and the analysis of distribution costs. Prior to assuming his role at CERI, Mr. Fogwill provided regulatory consulting services to local distribution companies in Ontario. Allan has a Master’s degree from Simon Fraser University in Natural Resources Management and a Bachelor of Science degree from the University of Saskatchewan in Geography. He has also served as the Chair and CEO of the Canadian Energy Efficiency Alliance and the Canadian Gas Research Institute.

Matt Hite
Vice President Government Affairs, GPA Midstream

Matthew Hite is GPA Midstream' s vice president of government affairs and leads the association's federal advocacy activities in Washington, D.C. Prior to joining GPA Midstream in January 2015, Hite served as policy counsel and committee executive to the Environment, Technology & Regulatory Affairs Division at the U.S. Chamber of Commerce. In that role, he handled a variety of environmental issues and also managed the Chamber's Environment and Agriculture Committee, the policymaking body for environmental and agricultural issues and initiatives. Before joining the Chamber, he spent close to a decade working on Capitol Hill. He was senior counsel to Ranking Member Jim Inhofe (R-OK) on the U.S. Senate Committee on Environment and Public Works where he handled a number of environmental, agency oversight and regulatory issues. Prior to that, he worked on energy and environmental issues for congressional members from Alaska, Idaho and Ohio. Hite holds a Juris Doctor from the Cleveland-Marshall College of Law and a Bachelor of Arts from the University of Rochester.

Kelly is President and Founder of Citroniq Chemicals, a new venture to produce bio-based petrochemical feedstocks and green plastics to satisfy customer demand for environmentally friendly products. He is also a Founder and Chief Operating Officer of Greensphere-ESG, a consolidator of renewable energy assets globally. With over 39 years of corporate experience, Kelly has commercial and operating expertise in the refining, midstream and petrochemical industries. Kelly held a variety of leadership positions at Phillips 66, Koch Industries, Williams Energy and NOVA Chemicals. His most recent role was Vice President of Business Development at NOVA Chemicals. He earned a Bachelor of Science in Chemical Engineering from the University of Kansas and an M.B.A. from the University of Houston-Clear Lake.
